I don't think you'll get very far with an automobile repair professional not wanting to pay...
I've got an multiscanner which I'm happy to use to have a look at it but it depends on your car being OBD2 compliant.
Has the car had the cat & lambda sensor replaced?

What year is it?
Can you post up a wider picture of the printout so we can see all the readings?

Re: I need help asap please ...
when you get a high lambda reading it is either due to a leak in the exhaust system so excess air is being drawn into the mixture, or a faulty lambda sensor and faulty Cat.
You say that trying different lambda sensors has made hardly any difference, what make and where did you get the new sensor from, is it an ebay job listed for the vehicle vet you have had to wire a connector plug onto it?
You really need to get the vehicle plugged into suitable diagnostics equipment where you will be able to see if the lambda sensor is working correctly and also the other sensors such as the coolant temp and air temp as these will also affect the over mixture of the emissions is they are faulty but without plugging it is to diagnose you will not know what is at fault without spending more and more as a trial an error.

Rover 200 R reg 1998 1.1i
This any better
when you get a high lambda reading it is either due to a leak in the exhaust system so excess air is being drawn into the mixture, or a faulty lambda sensor and faulty Cat.
Frist was bosch lambda sensors went i got the car reading still 1.30 brought a used one fitted that reading still at 1.30 then i went to mg rover specialists Northamptonshire they fitted a brand new one costing me £70 pound
So it best to spend £30 pounds having it plug into the pc ect
cheers

Good spot there, no idea how they managed to do that test as the gas analyser should only work once the vehicle is within its required rpm of 2,500 and 3,000 rpm.
As they printed is off with a speed of 2,111 rpm then that is an incorrect test and as they are so low with the rpm then they are not getting the exhaust hot enough for the cat to work correctly, it will need a constant high revving (Italian tune up) to get the system hot so the cat works and burns off the excess carbon that has been collected within the system.
